when i have an ios 7 installer file & signing key files needed a mac to submit it to iOS App Store? If required, a Lion with xcode 4.5 can be?

MacBook Pro, Mac OS X (10.7.4)

You must be running the latest version of Xcode, currently at 5.1.1.

so if ipa, key files, imagery etc files all ready

still needed a Mac with xcode 5 to submit to App Store?

if this is true where actually needed the xcode 5 in the process of submitance - again all files to have been ready from other worker...?
