What is wrong with icloud mail and how do I fix it?

I put the icloud mail login address in the browser, it brings up the login screen.

I put the login details in correctly, it says icloud has stopped responding, I always send to Apple.

It restarts and I get the right screen, below, but all of the icons are blurred out. If you hover over them they sometimes indicate what they are but won’t let me launch them.

I am using an Advent Laptop with a Celeron processor with Windows 7 and the browser is Internet Explorer 11 for Windows 7. (I know I am expecting a lot of it). All of my software is up to date.

Any ideas? I a not very techy but I'm not afraid to have a go...it communit question. Thanks fr your help.
