How do I unlock items in my trash

I was cleaning my WD passport external drive. I moved some folders to trash. As I go to Empty trash, I get a popup message=There are some locked items in the Trash. Do you want to remove all the items, including the locked ones or just the unlocked items? In selecting either 'Remove Unlocked items" or "Remove All Items" the Trash can does not empty.
