harddrive crashed, when i got my mac back i didn't have iPhoto so i reinstalled it but what do i do from here?

it has several options:
Those are first aid options - if you have a bad library (nothinng in your post indicated that you did) then rebuild the database

Maybe - no idea what has happened - it they ae not then you do have a backup don't you?

i backed it up to time machine
Good - if the rebuild does not fix things then restore your backup from - see http://support.apple.com/kb/HT1427?viewlocale=en_US&locale=en_US for instructions

Restore your library from the Time Machine backup to your Pictures folder as shown here:
Launch iPhoto and have it will open your library.
