Could be the charger, cable or iPad. Plug the USB cable into your computer. It may say "Not Charging", however, it is charging slowly and will verify that the cable is good.
Try this first - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)
The quickest way (and really the only way) to charge your iPad is with the included 10W or 12W (5W on Mini) USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W). When attached to a computer via a standard USB port (2.5W, most PCs or older Mac computers) iPad will charge very slowly (but iPad indicates not charging). Make sure your computer is on while charging iPad via USB. If iPad is connected to a computer that’s turned off or is in sleep or standby mode, the iPad battery will continue to drain.
Apple recommends that once a month you let the iPad fully discharge & then recharge to 100%.

It will charge to 100% in 4 hours 2 minutes. The new iPad has a larger capacity battery (42 watt-hours), so using the 10W charger will obviously take longer. If you are using your iPad while charging, it will take even longer. It's best to turn your new iPad OFF and charge over night. In rare instances when using the Camera Connection Kit, you may notice that iPad does not charge after using the Camera Connection Kit. Disconnecting and reconnecting the iPad from the charger will resolve this issue.

I updated the software; and updated all the apps. I turned off absolutely all notifications; now everything is manual. I removed any and all apps that I don't use (downloaded them because they were on my phone, but I never use them). Basically cleaned it up a bit,
Last night I plugged it in (to the wall charger using the original charger and lightning adapter). I turned it off and charged it. It started at 39%. 5 1/2 hours later it was at 95%. The lightning cord plugged into the iMac will charge and sync it (charges very very slow, but it does charge).
I think I will schedule an appt for the genius bar and see what they can do for me.

Apr 23, 2014 9:36 AM in response to JenniferShoemateby Ralph Landry1,An iPad does not charge well from a computer unless you have a computer with a high power USB port...not all have those ports, and if they do, it will only be one of the ports. With a standard USB port the power level is too low to effectively charge an iPad so it takes a huge amount of time.
Sounds like you are doing better, but operating with everything turned off is not great, not the way these things are intended to be used.
See what the genius bar folks can tell you, there very well could be a problem with the battery. And, be sure to backup before going, to iCloud if you can, so that you have your content to restore if they decide to replace the iPad. If you have an iCloud backup, they can restore while you wait.
