I have HBO go downloaded on my iPhone, however I tried to download the app on my iPad as well and it won't give me the option to do so. Can someone help explain if I'm only allowed to have it one device ?

That's the problem. When I select the app. It opens, but then there's no "download"/"purchase" box on the right corner, where it usually is. There's no option for downloading it anywhere. I've opened up other apps. just to see and they all have the download/purchase box to select. Don't know...it's weird.
Yeah, unfortunately there isn't. It's weird because, I even logged out of my apple account and logged in under my wife's. And when I go into the App Store to download/purchase the app. there's no option either, nothing. No download, no purchase or open. Nothing!

If you have the word "Open" next to the app it is already on your iPad.
