Q: iphone can not be turned off. facetime can not be used

1. the iphone 4s why i can not be turned off? even though i have restarted by pressing both buttons sleep/wake and home simultaneously. But after the fire and i try to turn off again, the iphone stays on again by itself.

2. facetime on the iphone 4s why i also can not be used. While it is connecting, suddenly interrupted himself with a lost connection notification?

Please help for my problem above
