I tried several solutions that I found online that didn't work.
Then I did a restart -- it works fine.
Try the easy fix first - restart.

You can be connected to WiFi and not be connected to the internet if you WiFi access point doesn't have an internet connection.
What excactly is telling you that you are "offline."
When I open safari it brings me to a multiple tab page. Then I try to click on say google to check my email it says "failed to open page" at the top and I. The center it says "this page can't be displayed because your computer is currently offline. I have check the wifi and everything sys connected. Not sure how to put it online. Don't know how it got to offline either.
Is safari the only thing that doesn't connect to the internet?
Are you certain your WiFi is connected to your Router? Check in the WiFi menu.
There is no way to turn it on or off. You're either connected or not.
Open Network System Preferences, Select WiFi from the list and click the Advanced… button.
Look at the Proxy page and see if you have any proxies checked. If so, uncheck, Apply, and test.
