Apple has apparently stopped Face Time functionality to force everybody to upgrade to iOS7?
The problem is not every device accepts iOS7 and not everybody wants their iPads 2 or iPhone 4/4s to run iOS7 as they considerably slow down the devices and upgrages are not recommended if you want your device working fast. This is a cheap ( and nasty if true ) trick from Apple as there was nothing wrong with Facetime up until now. If this is a bug - lets hope customers complaints will force them to provide a fix.
