att has approved unlock, however after following the steps to further unlock.. my phone is still unlocked i am unable to use my new SIM card

please help me..

I have received approval for my iphone5 unlock from AT&T.

Phone is currently with my sister in India.

I followed all the steps to unlock:

1. Open itunes
2. ensure the phone has the Original SIM
3. back-up and restore the phone using iTunes and original SIM card.
4. after restoring the phone was NOT unlocked.

Called apple support they said they have escalated this issue and were supposed to call me back in a day it has been a week and have no answer .. I am stuck..

PLEASE HELP me!
