Ive lost my photos on iPhone and there notin iCloud I iTunes

I've upgraded my iPhone 4s for an iPhone 5c. I pluged my 4s into the computer to download to iCloud 1088 pic to find I now only have 224 on both phones please help I would love to retrieve all my pics

iPhone 4S, iOS 7.1.1
