If you inadvertently create a second appleID and get locked out of it, how do you cancel it

I have inadvertently created two different apple ID's. I want to consolidate them, but the original ID was created around an email address I no longer have access to. How does one notify Apple to close it out. It appears to have my iCloud services tied to it.

MacBook Air (13-inch Late 2010), OS X Mountain Lion (10.8)
