my ipad as message "ipad disabled" tried restoring as direction indicated got error 194- ipad unable to restore. do I need to bring it in to the apple store

ipad has mesage "ipad disable" tried restoring as directions indicated got erro 3194 "this device is not eligible for the requested build" do I take it to the apple store to fix?
