Also, if none of those work, then you might want to follow this recommendation that ChrisJ4203 suggested to another poster who was having the same problem:

You can always restore your device from a backup. Connect the device to the computer and iTunes, then create a backup. From there, restore to that backup. The act of restoring will put the latest software on the device.
