No.

Each app that can save files to iCloud is sandboxed, meaning they only have access to their own files. Also, there is no user accessible file system in iCloud so you can't simply browse files like on a desktop. It's not the way iCloud is designed.

This is not answer we need to communicate with Apple about this or I will cancel my storage subscription and stick with Dropbox

Fall.  Probably late October, early November.

It is currently being Beta tested. Apple's page is saying "Coming this Fall", whatever that season means in Cupertino
