My interent coverage is slow and borderline useless at times. a download of 5+ GB is unworkable.
Is OSX Maveraicks available via cd or is the download via the App store the only way?
I am currently running Lion so I imagine I would aslo need to upgrade to Mountain Lion first

No, unfortunately, all newer OS's are available via download only; you could stop at an Apple store and ask them to download it for you after explaining your problem. Or, if there is a Starbucks or similar with public WiFi near you, you could try downloading it there.
At least there is one piece of good news: you do not need to get Mountain Lion first - you can go directly to Mavericks as long as your machine meets the specs.

I would take a USB thumb drive to an Apple Store and see if they will put the installer on the drive. Call first and find out if they will do it and how large a thumb drive is requirees
