    (A) Try reset iPad

Hold down the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears

Note: Data will not be affected.

    (B) Try reset all settings

    Settings>General>Reset>Reset All Settings

Note: Data will not be affected but settings for Wi-Fi, FaceTime, Message, Home Sharing will be reset

You may want to restore to Factory Default.

    Settings>General>Reset>Erase all content and settings

I hope you  realise that you don't have to manually close or quit apps when using iOS? They are closed automatically by the system (in most cases, there are a few specific exceptions, see below) after their context is saved for the next time they are launched. iOS is very different to OS X, Windows, etc. in this regard.

This means that in most cases the next time you launch an app it will open in the same state as when you last used it, however this does not mean it was running in the background all along. It simply saved it's "place" when it was automatically quit by iOS and picks up automatically again the next time you launch it. This behaviour can give people the false impression that apps were left running the background, they're not.
