Apr 24, 2014 9:17 AM in response to farhad.rehaby Roger Wilmut1,'Locked' can have two meanings. It can mean locked to a specific carrier (service provider); if you want to unlock it to use it with another carrier only the original carrier can unlock it.
More likely you are talking about the other meaning, where a phone is 'Activation Locked'. Is this a second-hand (used) phone? If it is, and the previous owner has set up Activation Lock, this will prevent you doing anything with the phone at all.
If this is the case, only the previous owner can unlock it, either by giving you his Apple ID and password, or by removing it from his list of devices - details here:

If you can't contact the previous owner to get him to do this you will be unable to use the phone. Only he can unlock it: Apple cannot do it for you.
