Im trying to get the new Mavericks on my older MacPro but when I select to install it, it tells me that I don't have the option to do so. Is this because Im still using OSX 10.6.8 or does it have to do witht hte storage capacity?

Yes, you might be unable to get Mavericks 10.9 if your Mac Pro is 1,1 (2006).
If you want to update through the App Store, then you are limited to Lion 10.7.
