After restoring iPhone 4 to factory setting, the home screen only tell the "time, screen lock, camera", there is no way I can unlock to get into phone app.
If I try to unlock, it tell me "screen lock"

It sounds as though VoiceOver has been enabled on your iPhone.
Unlock iPhone. Press either the Home button or the Sleep/Wake button, swipe to select the Unlock slide, then double-tap the screen.
