How do I go about changing the 4 digit "passcode"?

Settings->Passcode->Change Passcode
Thanks but there is no option to change. It just asks for my 4 digit password which I don't have.
If you do not know the passcode, you will need to restore the evice as new to remove it.
See this thread: https://discussions.apple.com/thread/6129247?tstart=0
You need to know the passcode to be able to change it.
It would be pointless to have a passcode you could change without having to provide it.
If you don't know the passcode, how do you unlock your iPad when you turn it on?
Anyway James is correct. You will need to restore the iPad as new to remove the passcode. It will require your Apple Id and Password though to restore.
To change the passcode when you know what it is use the Settings app.
Settings > Passcode > Enter Your Passcode > Change Passcode
If you forgot or don't know your passcode you need to restore your device following the instructions here:
