do i need to hotspot my iPad mini wifi in order for the tomtom app to work?? or would it work just with the gps being there?? (I have an external gps receiver to add the gps for it)

If you download the maps as part of the app and it recognizes the gps, no you should not need a data connection.
You see the problem is i havent got the tomtom app yet. so i dont want to waste money on an app that wont be no use. My gps works with the google map but that requires data. So i was wondering if it was the same case for tomtom
If you download the Tom Tom maps before hand, you do not need internet access. The external GPS receiver should provide the position fine.
If you don't have the maps Tom Tom will require internet access to download the maps as you go along.
