GarageBand 10.0 on Mavericks? Are you doing it as described here?

Expanding GarageBand for Mac (v10.0) content with an in-app purchase

Are you signed into the App Store with the same Apple ID you used to set up your new Mac? Then see, if this Apple Document does help - maybe you need to accept GarageBand 10.0 to your AppleID first: GarageBand for Mac (v10.0): Unable to complete in-app purchase

Is there actually a download starting, but hanging? Or does it not even start?

If the download does not start, restart your computer and reset the AppStore as described in this post:

Re: Garage Band Additional Content Download

But if the download starts, but GarageBand does start over and over again, try to delete the preferences and caches as described here:

And are you signed into the App Store with your Apple ID? From the "Store" menu?

Launch the AppStore, before you are trying to buy the in-app purchase. The "Store" menu should be showing "Sign out" and "View my account should show the same AppleID you used to download GarageBand 10.0.

GarageBand 10.0 needs to be installed in the APplications folder and simply be called "GarageBand" without any additions.

Hi,

This problem seems to occur if you've never made a purchase in the app-store on your mac.

Choose to download any paying app from the app store,

once you click on it to install, you will be asked to answer your security questions.

Once you've done that, You'll get a box asking you if you still want to continue your purchase. Just click cancel.

Now to do the in-app purchase.

It should work now :-)
