I'm trying to import video but FCE can't find my camera. It could be a defective cord. Does the IEEE 1394 have to have a firewire connection OR can it use a USB connection?

It has to be firewire.
Are you trying to import an HDV camera? Make sure the camera is not downcoverting the video to Standard Definition DV at the firewire port. If it is, FC will not see the HDV camera it is looking for.

It's a Canon HDV that I've used lots, but not recently. What should I look for to see if it's downconverting? Thanks.
Have a look in the camera menu settings and determine what the camera is outputting.
You will probably need to consult the camera manual to find the correct menu option.

Firewire IS IEEE1394; more precisely it is Apple's trade name for the IEEE1394 standard. Sony's trade name for the same standard is iLink.
USB (Universal Serial Bus) is not IEEE1394.
