Create a new partition in the free space, clone the content of the HD partition to it, delete the HD partition, and resize the new one to the drive's capacity. If the partition contains nothing but a fresh installation of Mavericks, it's likely easier just to delete it.

Correct. You cannot do that. What you can do is to create a new partition in the empty space. When you have done that, then clone the second partition to the first (top.) Boot from the new partition. You can then delete the second partition and extend the first partition to its maximum size.
Thanks how would you go about cloning? I've never done that.
Use the Disk Utility to image the drive and then restore the image, or download a tool such as Carbon Copy Cloner or SuperDuper.

Clone Mavericks, Lion/Mountain Lion using Restore Option of Disk Utility
Boot to the Recovery HD:
Restart the computer and after the chime press and hold down the COMMAND and R keys until the menu screen appears. Alternatively, restart the computer and after the chime press and hold down the OPTION key until the boot manager screen appears. Select the Recovery HD and click on the downward pointing arrow button.
1. Select Disk Utility from the main menu then press the Continue
button.
2. Select the destination volume from the left side list.
3. Click on the Restore tab in the DU main window.
4. Select the destination volume from the left side list and drag it
to the Destination entry field.
5. Select the source volume from the left side list and drag it to
the Source entry field.
6. Double-check you got it right, then click on the Restore button.
Destination means the newly made first or top volume. Source means the old second or lower volume.
Alternatively, you can use the latest version of Carbon Copy Cloner 3.5.4 to clone your bottom volume to the top volume.
