Please put the able/disable for data plan also. Much more convenience. Always need to open setting to turn off the data plan when im connected to wifi.

You are not speaking to apple here. This is a user to user form.
Normally your phone will always use Wi-Fi first for data if Wi-Fi is available. You don't have to turn off your cellular plan.
But if you want to make sure that cellular is off, use the Control Center to turn on Airplane Mode. Once you do that turn Wi-Fi back on.
Yes, BUT if I'm on aeroplane mode, i cannot receive calls and messages from my local data service.
And, IF I enable/turn on both wifi and data plan it will surely consumed a lot of battery.

This setting has been in the iOS for 3 years:
Settings > Cellular > Cellular Data > OFF
But the control center just started on ios 7. 😐
