Q: In-App Purchase Problem

When I try to do an In-App Purchase why does it say:

"Your Purchase Could Not Be Completed For assistance,contact iTunes Support at www.apple.com/support/itunes/ww/."?

 

I Went On The website and chose my country and could not figure out what to do next. PLZ HELP! I Have enabled In-App Purchases.
