Q: my ipad mimi will only display an apple with a line under it, how do I get passed that

my ipad mimi appears to be frozen, I cannot shut off or anything, just showing a black screen with apple and line under apple, any suggestions?

iPad, iOS 7.0.1

The line is a progress bar. How long has that been displayed? It does take quite a while to complete.
