Iphone 4S with 5 update- deleting running background apps question

I cannot close my open background apps. I have double clicked the button to access my open running apps. I have held my finger on the apps trying to get them to jiggle with an x in the upper right hand corner but it won't work. I can't get the jiggling or the x. Any assistance would be appreciated.

iPhone 4S, iOS 7.1.1

After double clicking the Home button, swipe the apps upwards to close them. Click home button once when finished.

I have an i4S that (I assume had the original software when I received it two days ago. The previous owner told me to upgrade to 7.1 or whatever but I just went straight to 8.1.2 (I believe)


The "Hold-em-down-till-they-wiggle approach worked great until I upgraded.


Even the repetetive stress injury inducing upward swipe doesn't work, I have millions of apps destroying my battery.


Even a restart doesn't help. When I restart all the apps just fire up again.


A little embarrassing actually.
