For my IPhone 5s, I have a group message with about 19 people for work and not all are IPhone users.. Every time I try to send a message I get the "Message Failed" notification. My group messages that use Imessage work perfectly fine and I've even had group messages w/o IPhone users with less people work perfectly fine. Is it because the number of recipients is too high that it won't send SMS messages?

Settings > Messages > MMS Messageing > ON, Group Messaging > ON
All of those are turned on, that's why other group messages are working.
Contact your carrier to make sure MMS and group messaging are provisioned on your account, and if they have any limitation on the size of the group
I've had group messages with non-IPhone users send, but I will check into my carrier (T-Mobile) to see if they have any limitations. Btw I am getting all the messages it's just that it won't let me send anything.
