How do i restore my apple tv? I unplugged and the light is blinking but it still is not sending a signal.

Hello I am trying to restore my apple tv. The light on the front is blinking rapidly and it is not send out any signal. All I am getting is a blank screen. I tried holding down the menu button and also unpluggeing the power cord. Still no luck.
