What service was being used to sync your Notes? iCloud? Some other syncing service such as your email account?

Did you go to the Notes app and make sure that all the accounts are enabled?

Then restore your iTunes backup to your device.

I tried this twice. I can see the notes for a few seconds on my iPhone then they disappear
