If you look at this support document, http://support.apple.com/kb/HT3647 you see it does support that, however that is when using the Personal Hotspot. If you have the personal Hotspot turned on, then you can share the iPhone's cellular data with other devices either via USB, wi-fi or bluetooth. You cannot access data from another device to the phone via Bluetooth.

Because you cannot. The iPhone will not allow you to connect to an internet source via Bluetooth. It does not support that profile. If your PC will support Bluetooth, will it support creating its own wi-fi network? Can you transmit/receive wi-fi from the PC? If you can do that, you can connect to that wi-fi network with your phone.

Sorry, just read you did not have wi-fi on the phone. Why not?

i have an unusual environment, no WiFi, no AP,

i think that iPhone has supported the Bluetooth PAN, but just has a limited.
