Q: even though I have paid for 10GB my phone is still showing only 5GB

I have paid for 10GB in iCloud, however my phone is still showing 5GB. I upgraded last year and the money was just taken out of my account for another year. I did not notice last year, but I never recieved my upgrade. I'm wondering what I am suppose to do.

iPhone 4S, iOS 7.1.1
