Q: Software update iOS 7.1.1 shows that it is downloading but it is not! The bar is not moving!

iOS 7.1.1 shows that it is downloading (started automatically, even though not set that way under settings), but it is actually not. The bar hasn't moved past like 10% for days now. Is there a way in stopping this download?
