need to report it or lock it since I did not receive it and have my invoice that i payed for it

you can only lock a device by setting up find my iphone on it when you have it or have the carrier blacklist it if it was activated through them
if you never recieved a product you paid for through amazon you will need to file a dispute through them, we unfortunately cannot help with that
Amazon does not sell factory unlocked iPhones.
They are ONLY available directly from Apple.
