how do I access information on the cloud. I want to delete a certain app so I can download a new one.

The apps that are in iCloud can't be deleted as they are not stored in your personal iCloud account, they are stored in the App store. All you need to do is delete the app from your device, then redownload it as explained here: http://support.apple.com/kb/ht2519.
