When I try to publish my book my paid books Apple ID is not accepted

I have an Apple ID account that I made specially for publishing paid books. iBooks Author says that the Apple ID does not exist, I get the same message from iTunes Producer. However, iTunes Connect accepts it.

MacBook Air, OS X Mavericks (10.9.2)
