    Let's explore two factors:

     

    1.  International Roaming.  That would be expensive under normal (much less data use than you had) use.

     

    2.  The quantity of data.  You said 147,000 megabytes, which equals 147 gigabytes.  The plan I have with my carrier allows 5 gigabytes per month, and this is either the largest data plan the carrier offers for an individual or close to it.  So this means you used an indescribably enormous amount of data - and all in only three days!  You can see what used this data under Settings > Cellular > Use Cellular Data For.

     

    This may help you understand:

    You might talk to your cellular carrier.  But using such an enormous amount of data, especially with international roaming enabled, I'm not surprised at the bill amount.

    Where did the data go?

    the phone tells me the amount of data received since 23 Sept 2013

    mobile data usage

    current period 354 MB

    current roaming 112MB

    system service 91MB

     

    why does 147,000 mb not register on the phone ?

    I have read all you sources of information really does not quite answer my question

    I do appreciate your interest and response

    Check the bill from your cellular carrier.  You should get some indication at least about the date and time of excess use.  Maybe you can map that to what you were doing at the time.
