Can I watch videos that may have been deleted from old device? Can I watch videos stored on broken device?

I have a 4s that has been practically destroyed. Cracks and webs in the screen, touch screen quit working. I have some very important and, some very personal photos and videos stored on the device. I am unsure as to I cloud automatically backs up or if I switched it off. Can't plug it in to PC and try to recover with I tunes as the USB port got some kind of water damage I guess... Not really sure about that one. ****, between the wife and kids and work, I'm surprised it lasted this long. Is there any way I can access these files remotely? Also, If a video has been deleted, is there a way to access it? Still can't sync, screen doesn't work.... I know it's a long shot but I feel as if apple would have thought of a solution to situations where their devices have been rendered no more than a fancy ***, in-accessible, flash drive. I want my memories and/or secrets back.

I haven't manually. I believe icloud backup is on though. I can't seem to access

My icloud data. Only let's me into find my iPhone, find my friends and it givese a setup option that routes me back to the apple website.. I'm so confused. I just want my pics and vids

Off that phone. Screen doesn't work but when I hold down home button Siri opens. Phone works just can't see
