Macbook shocks me when attached to TV HDMI

When my MacBook Pro is attached to the TV via an HDMI cable it gives me a continuous shock to the bottom of my wrist when I am using the touchpad. Also at times I am not able to control the cursor. It does not follow my finger and jumps all over my page. I have been through three HDMI cables in the last year. They eventually all stop working. They are all high quality cables and should last a long time. I found out the cable is supposed to carry a charge but wonder if it is higher than is should be. Could this do damage to my computer? Is there any way to ground my computer to avoid the shock?
