Q: It says that a password will be required before turning off my iPhone in case it gets stolen, but I was just able to hold the app icon down for a few seconds and delete the app entirely. Doesn't that defeat the purpose? Am I missing something?

The find my iPhone app you deleted was so you could find someone elses phone for them. Or a family members. Find my iPhone that protects your device is accessed thru settings, icloud, Find my iPhone. If you turn it on, it requires your password to turn it off.
You would use the Find my iPhone app on another iOS device, or at www.icloud.com to locate YOUR phone.
