Settings>General>Resets>Erase All Content and Settings.

That will wipe the phone and put it back into an as-new state. you can then choose to restore it from your iCloud backup.

Settings > General > Reset > Erase All Content and Settings
Go back and set up the device, this time tap Restore From iCloud

If you have a complete iCloud backup, you can go to Settings > General > Reset > Erase All Content & Settings

This basically wipes the phone, starts you back at choosing a language, and will ask if you'd like to restore from an iCloud backup again.
