backing file up to icloud and not showing on icloud on my PC

What file are you trying to see? You won't be able to see your device backup or any of the files contained in the backup from your PC if that's what you're trying to do.
I'm had to restet factory setting on my phone so I backed up to iCloud before I fifi it , when I came to reload phone from I cloud nothing it loading so I did it thru I tunes but it only loaded old stuff from the last time I sync it. So I backed it up to I cloud again then agent in to PC but I didn't show contacts etc , I'm not sure what it should show or why it not putting info back on my phone so I've lost a load of stuff
Make sure you restored your iCloud backup correctly. To do this, you have to erase the phone and go through the setup screens and when given the option, choose Restore from iCloud backup and follow the prompts, making sure you choose a backup from before you restored your phone to restore to. Your phone should only be connnected to wifi when you do this, not your PC or iTunes.
