iPhone 3GS won't activate

iPhone 3gs...on phone I repeatedly get "...the activation server is temporarily unavailable..." and while connected to iTunes it says "...there is no SIM card installed ..." (there actually is a SIM installed, although not for an active phone account), Having followed on line instructions to reboot several times I then reset phone to factory and started over. Still the same messages...help!
