my computer states it cant recognize my iphone 4s

i just bought a new iphone 4 s and i am trying to sync music from my itunes on my computer, and when i connected my new iphone, it states it cant connect bc my phone has timed out.....what does this mean

iPhone 4S, iOS 7.0.1
