Q: why does my new mountain lion iPad not reponde on opening

What in the world are you talking about? Your new Mountain Lion iPad?

Did you follow the advice for resolution in the Help topic you linked from?

An iPad cannot run mountain lion. That was what was being responded to.

But you did mark Demo's answer as solving your problem?

Really? I don't generally take this approach, but I don't think my answer was childish or immature. Your question didn't make sense and I was questioning what you were talking about.

Don't fret Demo, I don't think even Lovematch knew what they were talking about. 

Although rereading the question leads me to believe Lovematch is in fact referring to an Macbook Air , and not an iPad.
