why does mail reduce a jpeg when I place it as an attachment

When I attach a jpeg to mail, it reduces the size automatically. Why? I attached a 838 KB to a mail and it reduced it to 33 KB. Why?

Select the attachment then look on the right side of the menu bar just above the e-mail body.

I can't find what you pointed out. There is no "image size" window and I cannot find the means to create it.

In OS 10.6.8, Mail 4.6, the Image Size choice that Eric Root refers to, is at the bottom of the email.
