Q: I have purchased 25gb and I have never been able to use it!!! Why is this? Nothing backs up to the extra storage? Can you advise

I have been struggling for some time to access my storage in the cloud. Whenever my phone is ready for an upgrade the icloud states I have 25GB of space but my phone will not download because it states I diner have sufficient memory! Can anyone advise?

iPhone 5, iOS 7.1

My issue was my credit card info in app store was missing expiration date and CVV code on back of card. I updated that (open App Store, click on "store" in top banner bar and go down to "my account" to check if credit card data is all there. Hopefully that will resolve issue.
