Thank you for the details of the issue you are experiencing with iTunes Match.
If iTunes determines that the songs that are on the CDs you are importing are in the iTunes Store, it will match the songs rather than uploading them. If iTunes is unable to locate the songs in the iTunes Store, it will need to upload the songs so that you can access the songs on other devices:
How iTunes Match works.
iTunes determines which songs in your collection are available in the iTunes Store. Any music with a match is automatically added to iCloud for you to listen to anytime, on any device. Since there are more than 37 million songs in the iTunes Store, chances are your music is already in iCloud.3 And for the few songs that aren’t, iTunes uploads what it can’t match (which is much faster than uploading your entire music library).
Additionally, you can force iTunes to scan your library once you upload new music to your computer:

Do I need to tell iTunes Match to scan it?
No. iTunes Match will automatically rescan for content, so you don’t have to. But you can force a refresh by choosing Store > Update iTunes Match in iTunes.

I have put in many CDs and every single time it imports the CD, even all the ones that are definitely on iTunes.
Any thoughts on what I am doing wrong?
